The Governor of Khon Kaen is partnering with the Big Data Institute and Khon Kaen University to break down data silos, develop an area-based digital platform, and ensure continuity in provincial administration.
On 6 July 2026, Mr. Khajonkiet Rakpanichmanee, Governor of Khon Kaen Province, presided over a strategic consultation meeting aimed at integrating urban data under the Provincial Data Platform (PD Link) project. The meeting was attended by Professor Tiranee Achalakul, Ph.D., Director of the Big Data Institute (BDI), alongside educational institution representatives, including Associate Professor Supasit Konkhai, Ph.D., Deputy Director for Strategic Drive and Digital at the Office of Academic Service, and Professor Wanida Kaenarkat, Ph.D., from the Faculty of Engineering, Khon Kaen University (KKU). Held at the Premium Lounge of the Avani Khon Kaen Hotel, the forum brought together relevant committee members to establish operational guidelines for linking multi-sectoral data into a centralised platform. The discussion focused heavily on using data-driven insights to streamline public-sector decision-making and cut bureaucratic delays.
During the consultation, Mr. Rakpanichmanee offered critical insights and strategic recommendations regarding modern provincial administration. He asserted that the cornerstone of contemporary governance lies in rapid access to facts, which serve as essential verification tools to counter unsubstantiated complaints or misinformation. The Governor outlined a comprehensive vision for urban data infrastructure development, emphasising four core strategic areas:
- Deconstructing Operational Silos and Navigating Legal Constraints: Public agencies historically harboured legal reservations regarding data sharing, which impeded cross-departmental integration. The implementation of the PD Link project, legally backed by the Regulations of the Office of the Prime Minister, provides civil servants with the requisite legal confidence to securely link datasets.
- Ensuring Institutional Sustainability amid Personnel Rotation — A major systemic challenge in the civil service occurs when specialised personnel or executives retire or transfer, causing operational stagnation. To resolve this, KKU has been designated as the primary local technical partner to manage system maintenance and cultivate a new generation of skilled students to sustain operations, leveraging the permanent regional presence of the university.
- Implementing Targeted, Area-Based Data Management: Data architecture must be tailored to the specific needs of each province, acknowledging that a single framework cannot fit all localities. For Khon Kaen, while natural disaster and flood monitoring remain critical, economic data is the top priority for attracting foreign direct investment and building business confidence. Precise metrics, such as verified tourist arrivals or real-time flood visualisations via closed-circuit television (CCTV) and sensory networks, empower investors to make accurate capital commitments.
- Fostering Multi-Sectoral Collaboration: Regional development depends entirely on close cooperation between central ministries, provincial authorities, and local government organisations. When all administrative tiers utilise an identical, verified dataset, political friction is minimised, accelerating overall provincial growth.
The Governor of Khon Kaen Province instructed all related agencies to collaborate with the BDI and KKU to formulate a customised Data Blueprint optimised for Khon Kaen. Furthermore, he mandated hands-on, on-the-job training for professional-level civil servants to ensure that data dashboards are fully integrated into daily operational workflows.
The PD Link project will serve as an indispensable instrument for the administration of Khon Kaen Province. The platform consolidates fragmented agency data into a unified system incorporating both common and local datasets. This centralised infrastructure enables executives to monitor comprehensive provincial dynamics in real time, particularly regarding top-priority economic and disaster-response indicators.
