KKU President reveals the University’s transparent and accountable ITA Plans

Assoc. Prof. Charnchai Panthongviriyakul, M.D., President of Khon Kaen University has revealed the Integrity and Transparent Assessment (ITA) Plans that are based on the Prevention and Suppression of Corruptions, and the Integrity and Transparent Assessment Criteria for governmental organizations.

Assoc. Prof. Charnchai Panthongviriyakul, M.D., President of Khon Kaen University gave an interview at the LEADER TALK about the integrity and transparent assessment of the operations of governmental organizations that is carried out by the Office of the National Anti-Corruption Commission (NACC), saying that Khon Kaen University has been assessed under this process for many years.

The University’s administrators have decided that work implementation and operations must be improved to attain confidence among both internal and external personnel. The plans for Prevention and Suppression of Corruptions of Khon Kaen University, 2023, have been laid, comprising 5 plans as follows:

  1. The Efficient Budget Expenditure – The University will stipulate the central properties and prices of materials and durables, which will lead to efficient procurement process with appropriate prices.

At the same time, Khon Kaen University has applied the information technology in the enterprise resource planning. This will lead to transparency in all operations owing to revelation of information in parallel with the founding of a unit that functions in assessing the worthiness of budget expenditure.

In addition, there is a measure to prevent cronyism to any person and an increase of a channel for external individuals or organizations to assess the budget expenditure.

  1. The Plan for Utilizing the University’s Resources – for usefulness, convenience and abruptness. This will be achieved by building a system for common use of resources in the University, including classrooms, laboratories, or conference rooms, as well as transport vehicles, assets and durables.

Measures have been issued to prevent the use of the University’s resources for one’s benefit. A manual for requesting use of different resources will be made for fast and convenient operation.

Plans 3 and 4 are the plans for problem solutions and prevention of corruptions or a preventive measure. This includes acknowledgement of laws and accurate regulations, issuance of the CODE OF CONDUCT, and analysis of the possible channels for corruptions before issuing an announcement for decent action of relevant personnel.

Meanwhile, there are measures for accountability assessment such as internal auditing and the analysis of the results for issuing a new preventive measure. Finally, more channels will be added for receiving complaints from both internal and external personnel.

The 5th Plan is the Improvement Plan to add the efficiency and convenience in service with a proactive assessment system of services for external people, including a questionnaire that assesses satisfaction in order to reflect the items that require adjustment or improvement for additional efficiency.

“For these 5 plans, it is expected that lecturers, staff and students will contribute to the building of the integrity and transparency in Khon Kaen University.”

Khon Kaen University will publicize the budget expenditure, both the governmental fiscal budget, the revenue, budget at the beginning of the year and the middle of the year on the University Website. A channel is added to receive complaints, should anybody see any incorrectness. In this case, those making complaints will be kept confidential. Finally, a channel will be provided for reporting of corruptions, also with the complaint filer being concealed. After verification, conclusion will be made and the complaint filer, internal and external personnel acknowledged.

“All of these will make people inside and outside the University confident about the transparency and integrity of the operations of Khon Kaen University. The University sees the importance and intends to solve the problems for confidence among personnel and students. Most importantly, we want to build good governance, transparency, and morality, as we are a governmental university that should be transparent and accountable.”
